The National Board of Revenue, or NBR, will be split into two divisions—Revenue Policy and Revenue Administration—before Eid-ul-Fitr, with operations set to begin from the start of the new fiscal year.

NBR Chairman Md Abdur Rahman Khan shared the development at an event on Wednesday.

“The chief advisor summoned me [on Tuesday] and said the ordinance will be issued before Eid,” he said.

“It will take effect from July, and we will operationalise it as soon as possible.

“We are moving in that direction. The initial work must begin, and any disputes that arise will be addressed later.”

He was speaking at a discussion, titled “Income Tax Act 2023: Reforms and Perspective”, organised by the Bangladesh Civil Service (Taxation) Association at the Revenue Building in Dhaka’s Agargaon.

The chairman outlined how the two divisions will function and who will be involved in the new structure.

However, he indicated that the core work would be handled by NBR’s tax and customs cadres.

The NBR chief said, “Those experienced in revenue management will primarily carry out these tasks, with others assisting as an auxiliary force.

“We will strictly follow the law without any arbitrary decisions. This will also allow us to dedicate more time to enforcement.”

He added that the split would create more scope for action against Taxpayer Identification Number, or TIN, holders who fail to file returns, as well as those registered under the Business Identification Number, or BIN.

The chairman continued, “We have always faced immense pressure to meet revenue targets, relying heavily on policy measures. This has caused significant losses to the state.

“Inconsistency in investment policies is a major issue, discouraging many investors. We lack good governance. There are many laws, but enforcement is weak. The rule of law is almost absent.

“It is not just about a small tax net or low tax collection—it is about systemic governance failures,” he concluded.
